First 5 San Bernardino continuously strives to make a positive difference in the lives of children, prenatal to age five, throughout this county. This is primarily accomplished through partnerships with local service agencies to provide quality programs to young children and their families. Other tools or resources offered by First 5 in the endeavor to improve early childhood include the Kelly Torres Center, the Kit for New Parents, and our School Readiness Initiative.

First 5 San Bernardino’s commitment to serving our youngest children stems from the research in brain development showing that the experiences of children in their earliest years significantly affect the way they grow and develop. Positive results in the early years impact dramatically on their physical, mental, emotional and social development. This, in turn, reduces the social and financial costs of services the children might need in later years.

Health & Wellbeing

Through the work of Partner Agencies in the Health and Well-being Cluster, the First 5 Commission strives to ensure the well being of all children in the County. In their work towards this goal, the Health and Well-being cluster is comprised of two strategy areas, Child Assessment and Health Care Access.


Early Care & Education

The Early Child Care and Education cluster aims to increase the opportunities for children to access quality early education, as well as improve early care environments in order to facilitate children's readiness for school.


Family Support

The Family Support Cluster aims to link parents to services in order to meet needs, strengthen their abilities to become self sustaining, as well as provide resources to enhance their parenting skills and improve their parenting skills and improve their parent-child relationships.
