First 5 is familiar with funding trends and increased demand for services and
providing capacity building assistance is critical to the long term viability of
our non-profit community and service organizations. Our community partnerships
represent a clear effort to increase our local capacity in an effort to keep
pace with changing needs during the economic downturn which has left San
Bernardino County with an unemployment rate of 12.5% compared to the national
rate of 9% (March 2009, U.S. Bureau of Labor Statistics)
